民航(hang)市場加速回(hui)暖,航(hang)線準入(ru)“破冰”

8月(yue)份(fen),國內航空客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)市場加快恢復(fu)(fu),共(gong)完(wan)成(cheng)4535.1萬(wan)人次(ci),已恢復(fu)(fu)至去年(nian)同(tong)(tong)(tong)期八成(cheng)以(yi)上,并超過今年(nian)1月(yue)份(fen),是今年(nian)以(yi)來月(yue)度(du)國內旅(lv)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)輸(shu)(shu)(shu)規(gui)模的(de)最(zui)高值,不過受境外(wai)疫情持續影響,國際(ji)航線(xian)旅(lv)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)輸(shu)(shu)(shu)規(gui)模持續處(chu)于低位,日均運(yun)(yun)(yun)輸(shu)(shu)(shu)約6000人次(ci)。8月(yue),全行業(ye)(ye)完(wan)成(cheng)運(yun)(yun)(yun)輸(shu)(shu)(shu)總周轉量75.4億(yi)噸公里(li),恢復(fu)(fu)至去年(nian)同(tong)(tong)(tong)期的(de)65.4%。客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)方面,8月(yue)共(gong)完(wan)成(cheng)旅(lv)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)輸(shu)(shu)(shu)量4553.9萬(wan)人次(ci),接(jie)近去年(nian)同(tong)(tong)(tong)期75%。其中,國內、國際(ji)航線(xian)分別恢復(fu)(fu)到(dao)去年(nian)同(tong)(tong)(tong)期的(de)86.2%、87.8%。1-8月(yue)累計全行業(ye)(ye)完(wan)成(cheng)旅(lv)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)輸(shu)(shu)(shu)量2.32億(yi)人次(ci)。8月(yue)全行業(ye)(ye)完(wan)成(cheng)貨(huo)(huo)郵(you)(you)運(yun)(yun)(yun)輸(shu)(shu)(shu)量54.6萬(wan)噸,恢復(fu)(fu)到(dao)去年(nian)同(tong)(tong)(tong)期的(de)86.7%。從貨(huo)(huo)運(yun)(yun)(yun)方式看,全貨(huo)(huo)機完(wan)成(cheng)貨(huo)(huo)郵(you)(you)運(yun)(yun)(yun)輸(shu)(shu)(shu)量同(tong)(tong)(tong)比繼續保持較(jiao)快增(zeng)長。8月(yue)全貨(huo)(huo)機完(wan)成(cheng)貨(huo)(huo)郵(you)(you)運(yun)(yun)(yun)輸(shu)(shu)(shu)量22萬(wan)噸,較(jiao)去年(nian)同(tong)(tong)(tong)期增(zeng)長20.1%。1-8月(yue)累計全行業(ye)(ye)完(wan)成(cheng)貨(huo)(huo)郵(you)(you)運(yun)(yun)(yun)輸(shu)(shu)(shu)量409.6萬(wan)噸。

據不完全統計,8月(yue)各大航(hang)(hang)(hang)(hang)(hang)(hang)司運力進(jin)一步恢(hui)復。其中三大航(hang)(hang)(hang)(hang)(hang)(hang)中由于南航(hang)(hang)(hang)(hang)(hang)(hang)受到核心市(shi)場之一烏魯木齊疫(yi)情反復影響(xiang),航(hang)(hang)(hang)(hang)(hang)(hang)班量下(xia)滑導致(zhi)ASK同比(bi)下(xia)滑7.3%,8月(yue)國(guo)(guo)(guo)航(hang)(hang)(hang)(hang)(hang)(hang)、東航(hang)(hang)(hang)(hang)(hang)(hang)ASK降幅收窄到-3.4%、-0.8%,春秋(qiu)、吉祥(xiang)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)8月(yue)ASK分別(bie)大幅增長50.3%、17.6%。另外8月(yue)三大航(hang)(hang)(hang)(hang)(hang)(hang)RPK降幅都在20%以(yi)內(nei)(nei),8月(yue)春秋(qiu)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)、吉祥(xiang)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)國(guo)(guo)(guo)內(nei)(nei)RPK分別(bie)同比(bi)增長34.6%、3.2%。8月(yue)三大航(hang)(hang)(hang)(hang)(hang)(hang)國(guo)(guo)(guo)內(nei)(nei)客(ke)座(zuo)(zuo)率均(jun)接(jie)近(jin)75%左右(you),其中國(guo)(guo)(guo)航(hang)(hang)(hang)(hang)(hang)(hang)(74%)、東航(hang)(hang)(hang)(hang)(hang)(hang)(74%)、南航(hang)(hang)(hang)(hang)(hang)(hang)(73.8%),春秋(qiu)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)8月(yue)國(guo)(guo)(guo)內(nei)(nei)客(ke)座(zuo)(zuo)率已(yi)經(jing)到達84.4%,吉祥(xiang)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)8月(yue)國(guo)(guo)(guo)內(nei)(nei)客(ke)座(zuo)(zuo)率為79.2%。盡管(guan)如此,各大航(hang)(hang)(hang)(hang)(hang)(hang)司國(guo)(guo)(guo)際航(hang)(hang)(hang)(hang)(hang)(hang)線整體(ti)仍舊在低位,ASK、RPK同比(bi)降幅均(jun)在95%左右(you)。國(guo)(guo)(guo)際客(ke)座(zuo)(zuo)率方面,三大航(hang)(hang)(hang)(hang)(hang)(hang)及吉祥(xiang)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)均(jun)在60%以(yi)下(xia),春秋(qiu)航(hang)(hang)(hang)(hang)(hang)(hang)空(kong)客(ke)座(zuo)(zuo)率相對最高為61.4%。

另(ling)根據(ju)民(min)航局和(he)各機(ji)(ji)場(chang)公布(bu)的(de)(de)綜合數據(ju)顯示,8月份廣(guang)州白(bai)(bai)云、成都雙流、深(shen)(shen)圳(zhen)寶(bao)(bao)安(an)機(ji)(ji)場(chang)是8月旅客吞吐量最高的(de)(de)千萬級的(de)(de)機(ji)(ji)場(chang)。前8個月累計旅客吞吐量排(pai)名(ming)首位的(de)(de)是成都雙流機(ji)(ji)場(chang)為2432.42萬人(ren)次,排(pai)在第(di)二、三名(ming)分別為廣(guang)州白(bai)(bai)云計機(ji)(ji)場(chang)(2432.21萬人(ren)次)和(he)深(shen)(shen)圳(zhen)寶(bao)(bao)安(an)機(ji)(ji)場(chang)(2196.73萬人(ren)次)。

從(cong)8月單月各機(ji)場(chang)起飛架次來看(kan),三亞鳳凰(+11.4%)、重慶江北機(ji)場(chang)(+2.6%)、上海虹橋(+0.6%)、南昌昌北(2.6%)、寧(ning)波櫟社(+4.1%)、溫(wen)州龍灣(+0.5%)等千萬級機(ji)場(chang)均已(yi)超過去年同期水(shui)平實現正增長(chang)。

貨運(yun)表(biao)現方面,8月(yue)單月(yue)南(nan)昌(chang)(chang)昌(chang)(chang)北(+105.9%)、石(shi)家莊正(zheng)定(+66.9%)、寧(ning)波櫟社(+54.9%)、煙(yan)臺(tai)蓬(peng)萊(lai)(+31.1%)、鄭(zheng)(zheng)州(zhou)(zhou)新鄭(zheng)(zheng)(+21%)、長(chang)沙黃花(+15.6%)、杭州(zhou)(zhou)蕭(xiao)山(+9.5%)、西安(an)咸陽(+6.3%)、濟南(nan)遙墻(+5.1%)、蘭州(zhou)(zhou)中川(+3.7%)、銀川河東(+2.8%)、上海浦(pu)東(+0.5%)、等12個(ge)千萬(wan)級(ji)機場(chang)的(de)貨郵(you)吞吐量均實現同比(bi)正(zheng)增長(chang)。此外前8個(ge)月(yue)累計南(nan)昌(chang)(chang)昌(chang)(chang)北(+56.2%)、石(shi)家莊正(zheng)定(+24.7%)、鄭(zheng)(zheng)州(zhou)(zhou)新鄭(zheng)(zheng)(+21.7%)、煙(yan)臺(tai)蓬(peng)萊(lai)(+13.9%)、杭州(zhou)(zhou)蕭(xiao)山(+13.4%)、寧(ning)波櫟社(+8%)、深圳寶(bao)安(an)(+6.4%)、上海浦(pu)東(+0.4%)、濟南(nan)遙墻(+0.3%)、南(nan)京祿口(+0.2%)等10個(ge)千萬(wan)級(ji)機場(chang)貨郵(you)吞吐量均已超過去年(nian)同期水平。

8月(yue)12日,為促進我國航(hang)(hang)(hang)空物(wu)流發(fa)展,民航(hang)(hang)(hang)局還出臺了《貨(huo)(huo)郵(you)飛行航(hang)(hang)(hang)班(ban)(ban)時刻(ke)(ke)配置(zhi)政策》,支持貨(huo)(huo)郵(you)功(gong)能較強的樞紐機場使用(yong)(yong)白天高(gao)峰時段發(fa)展貨(huo)(huo)運,該政策將于今年10月(yue)25日起(qi)開始(shi)實施(shi)。《配置(zhi)政策》明(ming)確了航(hang)(hang)(hang)班(ban)(ban)時刻(ke)(ke)主協調機場和航(hang)(hang)(hang)班(ban)(ban)時刻(ke)(ke)輔協調機場,建立貨(huo)(huo)郵(you)飛行航(hang)(hang)(hang)班(ban)(ban)時刻(ke)(ke)池(chi),運用(yong)(yong)量化規(gui)則公平(ping)高(gao)效(xiao)配置(zhi)航(hang)(hang)(hang)班(ban)(ban)時刻(ke)(ke)。

另外(wai)9月15日民航(hang)局通報了放(fang)寬部(bu)分國內(nei)航(hang)線(xian)航(hang)班的(de)(de)準入(ru)政策,主要(yao)體現在兩方面措施:一是放(fang)開49條核準航(hang)線(xian)每(mei)周最大(da)航(hang)班量(liang)限制(zhi)。航(hang)空公司在符合(he)航(hang)空安(an)全、通達性和運(yun)行(xing)品質要(yao)求的(de)(de)基礎上(shang),可以靈活(huo)自(zi)主的(de)(de)安(an)排(pai)航(hang)線(xian)航(hang)班。二(er)是放(fang)寬涉及“北(bei)上(shang)廣(guang)”三大(da)機場支(zhi)線(xian)航(hang)線(xian)準入(ru)限制(zhi)。調整后,2019年旅客吞吐量(liang)在100萬(wan)-200萬(wan)間的(de)(de)32個機場至北(bei)上(shang)廣(guang)航(hang)線(xian),將不(bu)受通航(hang)點數(shu)量(liang)的(de)(de)準入(ru)門檻限制(zhi)。

據民航業內人士表示,這兩項措施原來(lai)“北(bei)上(shang)廣”三大機場相關的(de)(de)49條商(shang)務航線限制解(jie)除后,航空公司將可以投入更(geng)(geng)多(duo)的(de)(de)運(yun)力、新增(zeng)更(geng)(geng)多(duo)的(de)(de)航班。與此同時(shi)也利好(hao)旅客,一(yi)方面有更(geng)(geng)多(duo)的(de)(de)航班選擇(ze),另(ling)一(yi)方面票(piao)價也會(hui)相對(dui)更(geng)(geng)加(jia)優惠。
